Minutes for August 20, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:04 PM.



  • Pledge of Allegiance

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes August 13, 2014
Approved 4-0-1



  • Discussion held between 5:00 & 7:00 p.m.
The Transfer Station Manager was in and talked with the Board about a young man that has been hired to work part-time on Saturdays starting in a couple of weeks.

Two residents came in to discuss a property issue with the Board.  The Selectmen are going to do some research to see if there is something they can come up with.  

The Police Chief was in to talk about the new cruiser that is coming in next Friday, and moving the 2006 vehicle out the door.

The Board went into Executive Session with the Chief at 5:35 per 1 M.R.S.A. §405 (6) (A), a personnel matter.  They came out of Executive Session at 5:42 PM and there was no voting on that matter.


At 6:22 PM, the Board went into Executive Session per 1 M.R.S.A. §405 (6) (A), on a personnel matter.  There was no voting on that either.

The Selectmen talked about putting out a legal ad to run next week soliciting bids for the demolition and disposal of a mobile home and a single story garage and their contents on Old Orchard Road.  The bids will be due in to the Board by September 3.  Anyone who needs more information can call here at 929-5191 and ask for Bev Gammon.

The Board discussed the old Town Garage and Chairman Emery said they will probably be doing the same thing on that also.  They are talking about how much the Town is going to participate in the removal to save some money.  He said whatever the Board does, they will probably be more or less hiring someone to just take the building down and put it into containers that the Town owns or will rent.  All the materials will go through the Town.

The Selectmen also discussed the antenna at the EMA building.  Selectman Emery said they finished that work yesterday and the repeater system that the Town raised money for at Town Meeting this year is now up and going.

Selectman Santolucito said he is looking forward to the first round of interviews tomorrow night for Public Works, and learning more about the process.

Selectman Burns has been in every day.  He visited the Cemetery Road property last Thursday and Monday checking on the progress that Public Works is making up there.  Next Monday a truck is coming in to start removing tires, and when they take out the next two containers they will have removed about 240 yards of material from the property.

Selectman Burns said he stopped by a couple of times to check on the antenna work that was being done at the EMA building.


Selectman Burns reported that he received a call earlier this evening from a resident concerning the weight limit signs for the bridge on Route 4A.  When the notice first came out the yellow blinking signs were far enough back in Hollis & Buxton so that people could see them before they got to the bridge.  Since then D.O.T. put up white signs that are a lot closer to the bridge.  The gentleman who called had followed trucks that were fully loaded across the bridge because they did not see the signs until they were so close there was no place to turn around.  Selectman Burns said Tom Kennie is going to call the State D.O.T. representative and tomorrow they are going to put the signs back where they were so people will see them sooner and have time to take an alternate route.

Selectman Burns said he met a couple of times this week with the Fire Chief on some issues and he talked with Tom Kennie every day to keep up to date on what was going on.

Selectman Booker has been on vacation.  She was in yesterday.  Selectman Burns brought her up to date with what has been going on and the Fire Chief came in for a while.  She reviewed payroll yesterday and went through correspondence.  

Selectman Booker said the Board received another email on lighting for the bridge in Bar Mills.  They are waiting for more responses on what the lighting requirements are for the bridge.

Selectman Harmon said she has been working with our Accounts Payable Clerk to get a final printout of our 2014 year end so the Board can go over carry-forwards and over-runs.  Selectman Burns said he asked Marilyn for a copy for each of the Selectmen.  Selectman Harmon said she also requested a copy for each of the Department Heads.

Selectman Emery was away on vacation last week but he called in to see how things were going and checked in when he got the chance.  He came in yesterday to go through the mail and take care of some things.  He called in while he was gone to check on one of the Town employees who was involved in a serious accident and injured severely enough that he will be out of work for another 12~13 weeks.  Selectman Emery said he is a good young man.  He wished him the best and said he just needs to take care of himself.  


  • Old Business
Demolition of old Town Garage – The Board is going to piece together a proposal to put out and they will work on that the next couple days so they can get something out by next week.

Davis Road – The Board got back the correspondence from when Jean and Penny went in and met with our attorney on that.  It really does not show that the Town has any responsibility there.  The Code Enforcement has been trying to contact the owner of the roadway but he has not had any luck finding him.  So this is an ongoing issue.  The Board does not want people to think they forgot about them but they are doing all that they can do and they will continue to do that and hopefully get something resolved.




  • New Business
Selectman Harmon reminded us that school starts next Wednesday.  She cautioned everyone to be aware and change their driving habits when they leave for work in the morning because school busses and children will be on the road again.
